Banks Seek Relief on Lending Targets

A group of banks has approached the International Financial Services Centres Authority (IFSCA) seeking relief from sustainable lending obligations that apply to international banking units (IBUs) operating in GIFT City. The request follows a sharp increase in Foreign Currency Non-Resident (FCNR(B)) deposits at the Gujarat International Finance Tec-City (GIFT) International Financial Services Centre. The surge in these deposits came after the Reserve Bank of India introduced a swap facility in June. Banks now want the IFSCA to ease the sustainable lending targets that IBUs are required to meet, and they expect the regulator may grant exemptions similar to those the RBI has provided in the past.

Why This Matters for Businesses

The development is significant for entities operating in or transacting with GIFT City's IFSC. FCNR(B) deposits are foreign currency deposits held by non-resident Indians, and the RBI's swap facility was designed to encourage banks to mobilise such deposits by offering a mechanism to hedge currency risk. This scale of inflows has implications for how IBUs deploy funds, since sustainable lending norms prescribe certain allocation requirements. If the IFSCA grants relief, banks would have greater flexibility in deploying these deposits without being constrained by those targets. For businesses, this could influence credit availability and pricing within the IFSC ecosystem, as well as the compliance burden on banking units.

What to Watch Next

The key question is whether the IFSCA will follow the RBI's precedent and provide exemptions. Any decision would set a marker for how sustainable lending rules are applied to IBUs in GIFT City, particularly during periods of large deposit inflows driven by centra…
